This is not going to change. I want the close/quit behavior of calibre to be consistent across all OSes, since that reduces my support load not to mention that this behavior has been present in calibre for almost a decade. And since most calibre users do not use the content server, making it easier to quit calibre as opposed to hide its window makes perfect sense, in the common case.

If you wish to hide the main window and leave calibre running, simply right click on the calibre dock icon and choose Hide.
