Scribd is available to non US readers ( which is not true of most subscription options). However, not all of the books are available overseas. Harlequin is not available everywhere. And how does it determine location? By the networks accessed by your device. So theoretically if you took your US tablet to Europee for a few months, you could find your Scribd books changing.

I've been in the U.S. for the past 4 1/2 months, so I don't know how this could be.
