I don't the Carta screen is much of an improvement from the previous generation of pearl screens. It might not even be noticeable. But the new Voyage screen is noticeably better than pearl.

It looks like the new kobo will have the Voyage screen. It will probably have a better light, and it will accept custom fonts. Sadly, the shipping issue remains for you. And if it it dead on arrival you will have a problem.
