The deletion would need to be approved by a trusted moderator within XY hours or even minutes to be permanent. Few long-time members would want to risk bannig for wrongful moderation of a post that doesn't deserve it.
You could also limit the power of moderation of junior staff to posts by users that have registered in the last XY days.
EDIT: Deleting power could also depend on the number of posts the thread has. Spam threads often have only one post.

Most of spam I saw this morning was very balant. And every single second it spends on a frontpage of Mobileread makes it worthwhile for spammers to try harder.
Mobileread is a high-visibility forum with very high Google ranking so getting on our frontpage is very desirable for spammers.
