There is one very important spec you forgot to mention: Display resolution. Many chinese budget tablets have very very bad resolutions.
And then: much of the performance depends on how good android is implemented in them. And the build quality and the display quality and battery times are quite different too.
So each tablet could be okay or pretty bad, you won't see it in the specs.
Maybe you could find some older model of bigger brands quite cheap. Sometimes kobo arcs for example are sold at low prices.
And look for refurbished models. If they are for example from amazon, you get their full customer support and service. You could get a refurbished last generation kindle fire in your price range. It is still a very good tablet, but without google play of course.
