It CAN take longer if something gets hung up in customs. I've not had an order from China take longer than 3 weeks myself.
I actually had a moment of panic when I opened mine, as the screen that shows when the device is off shows some Chinese text. Once I booted it, all of the menus and so on were in English. The default keyboard is Chinese, but the letters were all western. The only parts actually in Chinese were the "special" keys - where I'd normally expect enter, backspace, so on to be. There is a fully English keyboard as well, and you can set it as the default in the settings. The instruction manual loaded on the device is in broken English, though you can probably get help here too.
I'm not a good person to speak to how easy and intuitive it is to set up, as I've been using various android devices for five years now. There's also a difference between basic setup so it'll work, and the extensive fiddling and/or rooting to get things "just so". I think basic setup is easy, though I believe there are still more things to do than with a Kindle. At a bare minimum, you would need to turn on the wifi, and then either sideload your books or load the Kindle app (which requires getting the Google play store on the device or sideloading the app).
