Sleeping does consume battery. Slowly.

If a sleeping device can power down when it detects the battery is too low, then the device is checking battery state while asleep.

If the device is checking battery state while asleep, it can update the little bit of the screen when the battery percentage changes. This should cause very little additional battery usage, and, of course, should be a settable option.
