I see the book in question is a Tor book (one of my publishers). Tor prides itself on being user-friendly and anti-DRM in terms of ebooks, so sending them a note, too, as well as complaining to Kobo may be effective if it really is true that the publisher is insisting on the books only being available by Wi-Fi and not via download. Tor's online efforts are coordinated by Irene Gallo, who is at irene.gallo@tor.com
