If it doesn't work in other places, than it might be faulty. But, I would suggest doing a factory reset first and retesting. That might solve it, but, if it doesn't, take it back and get a replacement.
@robko: I only "side-load" - have my entire library organized via Calibre, so I'm not sure how i can rebuild. I do use calibres function to update the device metadata, though.
The device processes any sideloaded books when it is disconnected. The processing adds details of the books into an internal database. This is what is used for the library list and to record things like the reading status. Unfortunately, the database can get corrupted. When this happens, the device can behave in some strange ways. Rebuilding the database can fix this. The simplest way to do this is to sign out of the Kobo account on the device. When you do that, it removes the database, reboots and takes you through the setup process. The advantage of doing this over a factory reset is that it doesn't wipe the partition with the sideloaded books and it takes less time. I don't think this will help with the option not working, but trying it only takes a bit of time.
