It probably is Canada only. They do split up some of the deals and some are country specific. As an associate, I can link to the Canada store with those deals, but I usually only link to the US ones (which is silly of me, really, because more Canadians use Kobo than any other country). It's harder for me to get the Canadian links though (and in both cases I have to go to some trouble to put my associate code in there).
