It would seem that they're displayed in alphanumeric order in the Tag Editor, Book List, Book Details (sidebar and floating window) and they're 'unordered' (I suspect they're actually in tag id order) in single metadata edit and book jacket.

@taratears - I'm not aware of any way to have them sorted everywhere - but imo, it's not an unreasonable request.
