There are lots of Android epub (and pdf) reader apps. Which are the good ones is very subjective. My own favourites are Pocketbook and CoolReader (free), Mantano and Moon+ (free or premium).

All 4 of these interface well with the free ColorDict dictionary app. I don't know whether ColorDict will work with the dictionaries you want to use but I have 3 perfectly acceptable (to me) Eng-Eng dictionaries loaded into it and they work offline.
