Problem converting from Strange HTML format

I ran across some books which have the following structure. Top directory has a "Start Here".html file and then all the pictures and html pages are contained in a single subdirectory. The html are text, image anchor tags for the pictures and somewhat ugly page navigation arrow icons to flip through the html pages.

I have not been able to get Calibre to recognize these correctly even though they appear to be a very flat simple html structure.

I have no idea what tool creates these "books" but I would like to try and convert them to something reasonable like .mobi

Does anybody recognize them from my description? Any suggestions for getting Calibre to properly parse them?
