Dictionaries are problematic because there is no standard for ePub dictionaries, as opposed to .mobi dictionaries, where there is a standard.

I don't think that Amazon is a monopoly. If they were, Nook would not exist, nor Kobo.

IPad is not a monopoly because you can use reader apps from anywhere on it - Nook, Kindle, Goodreader, dozens of other reader apps that aren't associated with a store.
