In the meantime, if you have wi-fi router you can use any free iOS reader/file manager or any other app that supports wireless transfer PC-iPad (using any internet browser on PC or ftp app); no need for active internet connection.
If you want to transfer a lot of ebooks and mp3 at once then you can just rar them together (without any compression) and then open it in iPad using some free app capable of unrar-ing.
You can transfer books from PC to iPad faster over wire (USB) than over wi-fi router though, using iTunes app or some better 3rd party app instead if you don't want to install iTunes thereon.
