This seems to be difficult for the poster to grasp. And it is exactly right. There is no reason to choose a Mobi 7 or a KF8 format for publication: both will be available, and the correct version will be supplied to the customer.
(I let the book convert on the KDP site. I don't use KindleGen, nor do I use Kindle Previewer for this purpose, but only for checking the converted book in various emulations.)
