I found during testing that always using the VL to set the scope wasn't a good idea. There are times when the user wants the change to be limited and times when not. For example, it is highly likely that changing a series name should propagate through the entire library. Same with an author name.

Re casing, I agree with not allowing multiple instances of a category (tag, publisher, etc) where the only difference is case (ie history, History, HISTORY cannot coexist).

And that changing the case in the VL will change the case everywhere?

Question - what affect will the changes have on the Manage <category> feature.

These work the same as today, not taking the VL into account but instead showing all the items in the category. Two reasons for this: I didn't want to change their behavior and I didn't want to double the number of dialogs so the user could have the choice.
