Well then, that is all right.
Since all the metadata is first and foremost in the database, calibre is taking its own sweet time about writing the OPF backups.
I suppose calibre *could* write an OPF based on the metadata it does transfer over, which would help in the extremely unlikely case that the other library's database gets irreparably corrupted sometime in between the transfer and the very first time you open it.
