@haino - There are an number of CSV->HTML converters (free standing and online).

I use a Windows utility called CSV File View, it can rearrange columns and sort them, it's not as fancy as a spreadsheet but 90% of the time it's perfectly adequate. Once you've rearranged and sorted the CSV, export it as HTML and import that into the calibre editor to make an epub.

If you want an arbitrary order then you could either assign a numeric value to a ranking column, or move rows around in a spreadsheet.

Caveat - it will be in the form of table.
