Are you sure it doesn't work anymore? I think the info has always been the same. I have to ask by form every year (at least twice) how to do it from abroad. The first year,as they don't send a warning, I had tbe same problem, but in the end they sent me instructions by email. The answers weren't immediate, but I wan't expecting it either.
