Hi Anak,
This certainly sounds like a rights issue to me - i.e. the book is eligible for a discount in say 'US' but not eligible for a discount in 'NL'. We need to track down why the code was given to your mother if it in fact was not eligible. We should not be sending codes which customers cannot use.
