This Kobo was properly disconnected from my PC. It had been connected to Calibre, but I had not added or removed any items. Calibre did show it had errors in the database, however.

So what might it be doing while processing content?
The errors in the database is probably it. If the database is corrupt, then the device can't store the books it knows about properly. That can mean it keeps reprocessing the books each time it disconnects or restarts.

If you have a recent good backup of the database you should restore that. Otherwise you will need to sign out and back in on the device to create a new database.
