What you need to do is to look at the reviews in places were people that read a lot of sf books review. And if you check there you will see that the book that won the year The Hunger was possible to nominate or vote for did get much better reviews than The Hunger Game.

But, I have to say that
The Hunger Games is a much better book than
The Graveyard Book. I've read
The Graveyard Book and I don't think it was worthy of even being nominated for a Hugo much less win. I think it won because it was written by Neil Gaiman and not because the book was that good (which it wasn't). So yes, the Hugo awards are not about which book is best and deserves to win, but instead about which books are more popular and that means some books win that don't even deserve to be nominated.
