The rules can be changed only by a proposal put before the next Business Meeting, which will be at the 2015 Worldcon in Spokane. Anything passed at that meeting must then be ratified at the next meeting, which would be at the 2016 Worldcon in Kansas City MO.
The procedure is set up this way to reduce the chance of a small but vocal group swaying a business meeting into doing something it might later regret, and gives time for careful consideration of the implications of a rule change before it goes into effect.
