Then we have the nomination and voting process work as usual. That way Tom can be as specific or general as he likes.
I don't know if it would work in practice, but I like the idea of approaching each month not knowing what the theme of the book club read is going to be.
EDIT: Or even a random theme generator. Where we have a group of x themes/genres and a small program just picks one at random. Tom pushes the button each month and then he announces to the team and the fun begins.

I like the idea, but am concerned that we might need to provide a bit more lead time than "This month it's X and the survey is up." Maybe more on the order of "Next month will be X, and the survey will be up in 2 weeks."
