This is again letting Tom dictate, but how about not having a clue what the genre/theme of each month is and Tom just selects something. Eg. this month we're going to focus on Urban Fantasy with a twist of Romance etc...

Then we have the nomination and voting process work as usual. That way Tom can be as specific or general as he likes.

I don't know if it would work in practice, but I like the idea of approaching each month not knowing what the theme of the book club read is going to be.

EDIT: Or even a random theme generator. Where we have a group of x themes/genres and a small program just picks one at random. Tom pushes the button each month and then he announces to the team and the fun begins.
