I have noticed this a few times, but originally didn't connect it with the fact that I'd been travelling until I saw a previous comment in this thread. What I have discovered is that even if the book is missing from the library, if I do a search on the Kobo app I can pull it up that way even if I'm not registered to the country of purchase. Little annoying, but it works for my purposes (I don't mind the app so much.)
