If there any way to configure 'keystroke' shortcuts in the editor?

For example, I'd find it very handy if I could configure the editor so that
Shift-Enter would 'type' in <br/>

Defining and then using a Snippet requires more keystrokes than that.

There are some defined (like Ctrl+1, etc.)

There is one called "Insert Tag" with a shortcut of Ctrl+ but I can't figure out how to make it work for something like this.
