PDFs are
sometimes images of pages. AZW3 (unlike MOBI) will actually support text-based RTL writing (not images
) the proper way.
The browser on my Kindle Touch handles hebrew (another RTL language
) just fine.
So theoretically it should work. At least on the Kindles, since mine is older and works.
