Smashwords and Amazon both take international authors. They may hold a percentage of your earnings for tax reasons, though. And unless you have a US bank account, they won't pay out your earnings until the total passes a minimum threshhold (usually either $20 or $100). The details will be specified in their FAQs and Terms of Service.
