As wallcraft said, ConvertLIT or calibre's lit2oeb will both give you HTML from LIT files. I would suggest lit2oeb over ConvertLIT however, as lit2oeb fixes several bugs which can result in deformed extraction.

EPUB quality is mostly about the quality of your source markup. If you have high-quality HTML markup you pre-split into files at all page-break, calibre's any2epub will give you just about the best EPUB book you can make.
