Looking at Kobo's bestsellers (Today's Top 50) only 14 titles are priced above $1.99.

Amazon's Top 50 (Paid) shows 32 titles above $1.99.

It seems people go to Kobo for the inexpensive and possibly discountable books and avoid the full priced ones.
