Amazon policy has varied over the years.
I have two devices identical, although purchased separately refurbished
perhaps 2 yrs ago, and have the same specs:

Models: Original 1st Generation, Model No D00111
Version Kindle 1.2 (299870016)
Modem Firmware MEUSP16

With 3G both can receive newspaper subscription deliveries,
purchase Amz books, and access and download from
Content Manager.

Neither can access weather underground as originally bookmarked in the device, where that had been possible approx a year ago.
3G network is Sprint. Both devices are in range of strong (5 bar signal) with Sprint, and as a separate (unassociated) fact, both users have Sprint phone service which works well.

Numerous calls to advanced Kindle specialists are no help.

Thanks for any trouble-shooting tips or info on proxie decisions made by Amazon.
