I doubt Kobo really mind at all about people having multiple registrations and I dont think they would ever restrict the contest to accounts only. The huge number of registrations and entries in previous contests will be a big part of the sales pitch to entice publishers to sponsor future contests. If they restricted it to Kobo account holders only, those figures would be significantly reduced.
