You can do it manually using the reading list plugin. Uncheck the automatic send of news options and set up a sync list for each device. Manually add the news "books" to the appropriate list(s) when you fetch them.

It easily might be easier to do as theducks suggests, sending all sources to all devices then on the device deleting the "books" you don't want.
