There's a
specific folder that an app can use (each app gets its own folder in /storage/external_SD/Android/data), so the developer could have Moon+ create a folder there.
That said, if you
do have write access, you can create a new folder from "My Files" and then tell Moon+ to use that folder (following the directions given by
Xanthe above).

I just created a folder on the external card with a rooted KitKat device and told Moon+ to use it. It worked and I verified that Moon+ actually put files there.
My suspicion is that you've rooted your tablet, but haven't given yourself access to the external SD card (there's a configuration file that needs to be modified).
This app will make the modification for you. Install and run it, then reboot. I'd bet that then you can create a new folder on the external card.
