Windows 8.1 is MUCH better than 8.0 and quite good/easy to use, but I suppose you know from your mother's computer. My husband has a win 8.1 (Sony) tablet that he uses for work and he is very happy. He uses MS OneNote frequently for drawing mathematics equations, etc.
I bought my 14" laptop to use mostly as a Calibre library. It has 4GB RAM and a 500 GB disk and was only about $250. It is perfect for my needs. I store thousands of books in 5-6 libraries.

I have never checked out Windows 8.0 I played around a little with 8.1 but I really prefer Windows 7. From my understanding 8.1 was not a lot different than 8.0 just some changes in the home screen.
A basic computer is not enough for me. I need more power. I use my computer for work and home use. I have narrowed my selection down to 6 that I like but nothing definite until I know more about windows 10. I might not change if the reviews are bad but looking at early reviews they had stated it is better than Windows 7. But who knows with Microsoft.
