Purchase. It happens now and then at Kobo - there is no book behind the listing to be downloaded. I'll give them a bit to decide if it should be and fix it or do a return. Ridiculous that it happens (other than their weird listings that allow the file to be served by other sites, mostly for self-pubs and what ends up being pirated entries - happens at B&N too, so not unique to them; at least Amazon forces all downloads into their system, so if you do buy a pirated book, you now get to keep it ... or return at your own discretion, rather than have a broken entry in your library with no clue why).
This is a new book, the listing info all looks ok, so should not be a pirating issue (nothing shows it as downloading from offsite, etc). There just isn't a book file there.
I never use their ridiculous system for previews (just use Amazon, it works). My biggest issue with Kobo is their insistence on permanently removing books from your shelf if you added them to your library when free - their support people say "well, you can buy it again" if you complain. It's why I refuse to use any of their apps on any device. Too much trouble to have to remove the entire thing each time, in order to remove books you've read, since deleting isn't an option (doing so in the app perm deletes it from your library ... happened to me more than once, before I caught on to their problem).
