Koreader exits to the program that launched Koreader, so it has no "Power off screen. The Kobo Start Menu (KSM) does have a Power Off function that you can add images to.
Koreader does have a sleep/screensave/suspend function On the last page of the Advanced settings there is an entry that lets you define the path to your image, this is for when the book file has no cover or when you set the option to not use the book's cover.
