It is a reflowable epub, for 99% of it. It's just certain parts, that aren't like that on the copy available everywhere else. Mostly (but not exclusively) it's stuff like captions on images that I can't read because they're scanned--but only on Google's copy. You wouldn't necessarily see it in a sample, and when it's missing some features you wouldn't know at all unless you had the copy sold somewhere else to compare it to (like a very frustrating time I spent cursing why the footnotes weren't clickable, until I discovered they WERE--in everyone else's copy).
