That's a good point. The aging starts as soon as the battery is manufactured. After two years, it is common for the capacity to be only 50%. And if it has never been charged, the voltage will have dropped to low to be safe to charge.
As a general rule: If you get a device with a Li-Ion battery in it and the battery has zero charge, return it. If it has enough charge to turn on and run a few minutes, it should be OK.
