It's really not complex. You can't grant someone else rights that you don't have, without the permission of the copyright holder. You have a licence for your personal use of the book: that's very different to the licence a library needs, which is to allow
multiple people to copy the book. Libraries pay a lot more for ebooks than you or I do, for that very reason.
