The retailer may not grant additional rights without the approval of the copyright holder. Any additional rights are just part of the licence.

I agree that it is not always necessary to have bought a licence oneself to have a right to read an in-copyright book. One might have the right under a licence bought by someone else, as in the case of Amazon's Family Sharing programme.
