Amazon.com is indeed available to all.
To say you are not allowed to buy English books (implying all in OP) because of geographical restrictions that may apply to few books is pushing it to say the least. I see it as being shocking for shock value only. Even more so because his location says European Union. I'm in Europe but not in European union and that has never stopped me getting any books in English. If amazon.com doesn't offer it, kobo sure does. Even when I was in Japan, I had no problem getting either paperbooks from bookdepository, who do worldwide delivery, or ebooks from amazon.co.jp. amazon.com or rakuten.kobobooks.com
