I could not make COPS work with a Calibre database inside a "homes" folder on my Synology/Xpenology (the way I have configured it).
You could try another folder and protect this folder from other users with the right permissions. As I an the only user/administrator of my Synology I have not tested this.
Also I do not use dropbox for my Calibre database (to big). I just regularly copy (or rsync) the updated database from my PC/Mac to my Synology.
