I don't know if this is a new "feature" of Prime No-Rush Shipping credits, but it was the first time this has happened to me. I had a $1 credit and it got used when I "bought" a Kindle book that should have been free. In the past when this happened I got my refund but lost the credit. This time the credit magically "reappeared." I hadn't done anything new to get a credit (I think), so unless I've missed something you can get your credit back when you get a refund on an item.
