Do you mean for books you rated before FW3.12.0? Kobo changed where the ratings are stored in the database. It seems to look in both the old "ratings" table and the new "Reviews" table. I would hope that changing the rating to something else and then changing it back would move it to the new table and sync. It might need you to close and reopen the details screen between the changes.

If that doesn't work, a little database hacking probably will.
