If money is tight and you want to upgrade, I'd suggest waiting for a sale.

The screen is somewhat nicer, but you probably wouldn't get much out of it unless you're reading PDF documents. The water/dust resistance is due to a seal around the bezel and power button, as well as a cover over the USB/uSD ports. It won't affect how well it performs in cold environments. The screen's data sheets show no difference for operating temperatures.
