A charger does not have to by MIL spec, but it does have to output a signal that's what it says it's supposed to be and it's not supposed to fluctuate. USB chargers from Apple, Amazon, and Sony do just that. They output what they say they do without spikes or fluctuations. Kobo doesn't make a charger. I prefer a charger that's either a known name brand or certified (i.e., UL Listed in the US).
