(If you have bought a refurbished Kindle 4 Touch model, you'll have to buy a dictionary. There's also a free one, but it isn't that great.)
If you've already registered your Kindle and installed the latest firmware, you might have to trigger the German dictionary download via:
Digital Contents > Manage Your Contents and Devices > Books > Dictionaries & User Guides > Oxford German - English Dictionary > Deliver
(The dictionary will be automatically downloaded to your Kinde the next time you connect to your Amazon account via Wifi.)

This the kindle I got. This is the one before the Kindle Paperwhite touch I think.
So I guess, I'll have to register my Kindle first, then update the firmware and then download the dictionary.
